There is a patch discussed in this thread that patches the kernel to allow more memory, but just know that it leaves the OS in an unsupported state and is something you should think carefully about doing. Stay away from it, unless you have an application that specifically requires it.
This is a legacy setting intended for server software running in controlled condition and isn't very useful today, and might even cause problems. The /3GB switch lets you change this to 3GB/1GB. Normally this is divided into 2GB for the application and 2GB for the OS. The /3GB setting is a completely unrelated setting that has to do with the virtual address space of processes.
